Nasc Submission on Access to the Labour Market for Protection Applicants

Nasc have submitted a proposal to the government on access to the labour market for protection applicants. The submission, which details our recommendations around employment, self-employment and further education, has been put to the government’s cross-departmental Implementation Group.

Following the Supreme Court’s decision (Nov 2017), the Government has committed to opting in to the EU (recast) Reception Conditions Directive 2013, which grants protection applicants the right to access the labour market in Ireland. The Implementation Group is responsible for shaping the terms of access, which have yet to be finalised. There is currently an interim right to work scheme in place for work permit and self-employment applicants.

Our submission to the Implementation Group aligns with, and builds on, proposals put forward by the Irish Human Rights and Equality Commission (IHREC) and the Irish Refugee Council. It is grounded in Nasc’s 18 years of experience working with protection applicants. Our proposal advocates for a best-practice approach, and a more accessible and cohesive model than the interim scheme currently in place.
